国产探花 brought strategic insight and multidisciplinary expertise to help Vattenfall Heat UK begin the journey of delivering Bristol鈥檚 ambitious citywide heat network programme.
Bristol has set a bold target to become carbon neutral by 2030. Central to this vision is the development of a citywide heat network that will unlock sustainable heat for homes, businesses and public buildings. Through the Bristol City Leap partnership, Vattenfall Heat UK is leading the delivery of this transformative infrastructure.
国产探花 has worked alongside Vattenfall Heat UK on a series of projects that form the backbone of this programme. From early technical due diligence to detailed design, we have helped shape a network that will serve communities across the city and support Bristol鈥檚 wider regeneration ambitions.
Challenge
Delivering a heat network at this scale is complex. Bristol鈥檚 urban fabric presents significant engineering constraints, from congested streets and buried utilities to sensitive heritage assets.
The city鈥檚 ambition for rapid decarbonisation demanded solutions that could be implemented quickly while meeting stringent planning and environmental requirements.
The technical challenges extended beyond civil engineering. Existing district heating systems required assessment for adoption, and new energy centres had to be designed to integrate seamlessly with future network expansion.
Environmental considerations, including noise, ecology and biodiversity, added further layers of complexity to the planning process.

Solution
Our involvement began at the Bristol City Leap bid stage, where we carried out technical due diligence to give Vattenfall Heat UK a clear understanding of the condition and performance of the existing energy assets. This work focused on identifying technical risks, assessing the robustness of networks such as Redcliffe and Old Market, and outlining the implications of those risks. We also advised on practical remediation strategies to support informed decision鈥憁aking and strengthen the overall proposal.
We then supported feasibility studies for new networks, including Temple and Bedminster, and undertook a strategic heat main study to explore options for large-scale decarbonisation using waste heat from Avonmouth. While this particular concept proved unviable, the work informed the city鈥檚 long-term planning for heat transmission infrastructure.
In a separate scope, we have also worked on the University of Bristol鈥檚 new Temple Quarter Enterprise Campus, which sits at the heart of the city鈥檚 vibrant new Temple Quarter and adjacent to the main railway terminus, Bristol Temple Meads. The campus will be connected to the Bristol heat network being developed by Vattenfall Heat UK. Our design captures waste heat and uses it to provide heating and hot water to other parts of the building via the onsite energy centre. This also has the capacity to export waste heat back to the district heating network. Our infrastructure specialists developed a strategy for an additional connection point at the site boundary, to provide a resiliency in the form of temporary plant.
We are simultaneously working with Vattenfall Heat UK to lead the detailed design of the new Bath Road Energy Centre, which will serve the Temple Quarter area and wider network. It is set to produce 13MW of low carbon heat generated by an air source heat pump and electric boilers for the new Temple heat network area 鈥 producing heating and hot water over 7,000 homes and reducing carbon emissions by up to 65%, compared to a gas boiler.
We acted as lead consultant on the Bath Road Energy Centre including energy system design and civil and structural engineering, alongside specialist input on acoustics and ecology to ensure compliance with planning policy and environmental best practice, resulting in the scheme being granted planning approval in February 2024. We also developed below-ground network designs for the area designated as the 鈥淔rome area鈥 鈥 covering multiple districts of the city around the river Frome, helping to unlock connections that will extend the reach of low carbon heat across the city.
