The UK is entering one of its most significant periods of infrastructure renewal in recent history. From energy networks and transport systems to public assets and utilities, the need for investment has become increasingly urgent.

James believes the conversation around infrastructure is changing. While decarbonisation remains important, he argues that the UK’s infrastructure challenge is also being driven by the need for resilience, energy security, growth and long-term economic prosperity.  This is also primarily needed to support climate change adaptation. Resilient networks and systems are needed to combat climate change and extreme weather, such as heatwaves, storms and heavy rainfall.

A nation in need of renewal

James says that at the heart of the debate surrounding infrastructure investment lies a fundamental reality: many of the UK’s critical assets need replacing and modernising.

“It’s not just about net zero,” he explains. “It’s about making sure the UK has a resilient, flexible, modern electrical and energy infrastructure system that helps enable all the things we want to continue to do and achieve in the future.”

And the challenge extends beyond energy. Across the country, ageing infrastructure is struggling to meet the demands of a rapidly changing economy. Electrification, digitalisation, new housing, industrial growth and emerging technologies are all placing new pressures on systems – many of which were designed decades ago.

“Some parts of our electricity networks are over 50 years old,” James notes. “They need significant upgrades and renewal. And we need to make sure they are digital ready, and can be monitored and constantly analysed for performance and flexibility.”

For James, infrastructure investment should be viewed through the lens of national resilience and competitiveness. Modern energy networks, transport systems and utilities are enablers of economic growth, business continuity and quality of life.

“This infrastructure revolution just needs to happen,” he says. “It’s about ensuring the country has the infrastructure it needs for the future.”

̽’s growing focus on the UK’s major infrastructure is rooted in the firm’s evolution over the past five decades. Founded as a structural engineering practice, the business has grown into a global, multidisciplinary consultancy of more than 3,500 engineers, advisers, analysts and specialists. While many people associate ̽ with landmark buildings and high-profile developments, James points out that the firm has been operating at infrastructure scale for many years.

Projects such as large urban masterplans, major regeneration programmes and complex regional and national energy systems analysis have all contributed to ̽’s experience and ability, which naturally translate into infrastructure delivery.

“The London Olympic Park and the regeneration and masterplanning of Battersea Power Station are great examples of this, as are the big masterplanning developments we have done around in London and different cities around the world, transport and sporting event developments, and regional and national analysis. ̽ are currently designing Expo 2030 Riyadh at the moment – one of the biggest master plans ̽ has ever done. We have been developing this fantastic capability and project portfolio in different areas of energy, transport and infrastructure,” he says. “Now we’re bringing that thinking in a more integrated way into the UK’s major infrastructure sector.”

Looking beyond the engineering problem

What distinguishes ̽, James argues, is its ability to see beyond purely technical challenges.

Increasingly, clients are not simply looking for engineering and environmental solutions. They are seeking answers to complex strategic questions involving finance, procurement, governance, stakeholder engagement and long-term investment.

A recent programme of work supporting the NHS illustrates this approach. While the initial challenge for this particular project centred on ageing energy infrastructure, the wider issues included maintenance backlogs, funding constraints, operational resilience and future development plans.

Rather than focusing solely on engineering design, ̽ brought together technical expertise with financial modelling, business case development, commercial strategy and procurement advice.

“We’re engineers and analysts, but we also do business-case modelling, commercialisation and financial modelling,” James explains. “What we bring to the table is that we can deliver all of this through ̽. So, with this project, we enabled that NHS trust to get to a point where they can procure and secure funding and the delivery model to actually achieve what they want to do when they’re cash constrained as a business and energy is not their primary objective. It enables them to meet their primary objective, which is clinical support in inner city London but also net zero – both are achievable.”

This broader perspective often means challenging assumptions at the outset of a project.

“If we feel the client’s original scope isn’t the right approach, we’ll challenge it,” he says. “We will discuss where we think the key issues are and where the focus lies.”

The result is a more holistic approach that helps clients make informed decisions based on technical, financial and strategic considerations rather than engineering factors alone.

Collaboration as a competitive advantage

̽’s move into UK major infrastructure and transport systems also reflects changing client needs. As infrastructure challenges become larger, more complex and interconnected, traditional boundaries between buildings, energy systems, transport networks and urban development are increasingly blurred.

This plays directly to ̽’s strengths, says James.

“We have got all the tools, capability, skills and innovation to make a much bigger impact at scale in the UK.”

He points to the firm’s multidisciplinary structure, which enables specialists from different sectors to work together seamlessly, creating solutions that reflect, and rise to the challenges of, the interconnected nature of modern infrastructure programmes.

“We’re very good communicators when it comes to both technical and non-technical audiences,” he says. Working with a wide range of clients and project stakeholders requires strong communication, making the ‘complex’ easy to understand.

That capability has become increasingly important as projects involve broader groups of stakeholders, including government departments, investors, operators, planners, communities and end-users.

According to James, engineering excellence alone is no longer enough. The ability to communicate complex ideas clearly and build consensus around difficult decisions has become equally valuable.

“I’d say we’re one of the most collaborative consultants out there, “James asserts. “We’re very client-focused. We’re flexible, and we’re keen on delivering an outcome that’s genuinely useful to our clients and the wider stakeholders.”

Meeting the challenges ahead

Despite the opportunities ahead, James is clear about the issues facing the sector. “The defining one will be funding,” he says. “Rising construction costs, political uncertainty and competing public priorities all place pressure on infrastructure investment programmes.”

And with the projects demanding increasing complexity and the need to be delivered more efficiently than ever, ̽ is flexing more of its strengths – chiefly innovation, and its deft incorporation of emerging technologies. All of these will become increasingly important role.

“It’s not only about engineering quality,” James says. “It’s about being able to do things more quickly and more effectively for our clients.”

Looking ahead, James sees significant potential in automation, digital tools and artificial intelligence. However, he advocates a measured approach that balances innovation with transparency and trust.

“We need to work with our clients and collaborate with them to understand how comfortable they are with these technologies and demonstrate how they can be used for their benefit. I always recognise when clients are nervous about these technological approaches. They will often, understandably, have a lot of questions like: ‘Can you be clear on what AI solutions you’re going to be using to deliver this service?’

“The technology is only as good as the person who wields it. Our engineers are very savvy. They will dig into the things the technology is telling them and question that forensically. And, so we take our clients on the journey with AI, automation and technology to make sure we’re upskilling them as well as being transparent about how we’re using it for their benefit.”

For ̽, technology is not an end in itself, James maintains. “Its value lies in enabling better decisions, improving efficiency and helping clients navigate increasingly complex challenges with confidence.”
